About the Regional Treatment Center
Our goal at The Regional Treatment Center is to provide affordable, effective therapeutic
services for those who have any level of problem meeting their legitimate needs for intimacy and
relationship. We provide individual, group, marriage and family therapy/counseling services.
In some cases, we can offer psychiatric help, including medications to help with hypersexual and
addictive sexual behaviors. We accept those insurances that will pay for mental health services.
Our therapists are accredited and licensed to treat all problems of this nature, including all victim
and offender treatment. Our therapists are certified through the Utah State Department of Corrections
to provide accredited sex offender therapy. We also have approved NOJOS certification to provide
services to adolescent offenders.

I started at the Regional Treatment Center in 1988 and became the director in 1990. I am responsible for intakes for new clients
and to to explain our program and the responsibility of the client when they start treatment. I handle the accounts and the overall day to day
business of the treatment center. When I started in 1988, I never thought that it would span over 20 years. I have enjoyed my
involvement with the center and am always happy to see the growth of our clients and their progress in
treatment and their personal lives. A favorite saying of mine, that I feel sums up the attitude and commitment
of the entire staff at the RTC: "Each time a person stands up for an ideal, or acts to improve the lot of others,
or strikes out against injustice, he sends forth a tiny ripple of hope,
and crossing each other from a million different centers of energy and daring,
these ripples build a current that can sweep down the mightiest walls

Bill Gardiner, LCSW, Clinical Director

Bill has been a therapist at The Regional Treatment Center for 12 years.
He is happily married and has 6 children. He specializes in the treatment of victims of trauma,
including sexual abuse, and with individuals struggling with any level of sexual behaviors, including
sexual addiction, pornography addiction and offender treatment. His treatment focus is
helping people achieve real intimacy in their relationships. He also assists people with issues of
religious transition.
Karlene Kjerstin, CSW

Karlene has worked with children and families for more than 35 years. She is a mother
and grandmother who is committed to family reconciliation and reunification. One
of her common quotes is "You do not have to choose which child to love". We do not
need to stop loving those who offend sexually. We must learn to love in mentally
healthy and supportive ways, meeting the needs of all those in the family. Karlene
integrates a variety of skills and methods to help those who have been sexually
abused and those who have offended sexually. She works to help individuals and families
move toward healthy sexuality with a focus on safety. She also helps clients with
intimacy and sexual dysfunction problems including anxiety, depression, PTSD, grief
and loss, and anger issues. She assists couples with marital and parenting concerns.
Karlene is a competent life coach and mentor, assisting clients to reach their goals.
As a therapist, Karlene is compassionate, skilled, and knowledgeable. She draws
from a wealth of life experience as a former teacher and social worker.
